Congress Pushing For Automaker Safety Reforms

A new proposal from the U.S. House of Representatives would provide credits to automakers are willing to abide by a set of new regulations.

The House Energy and Commerce Committee of the U.S House of Representatives has carved out guidelines that automakers can be rewarded for following. The guidelines are meant to make vehicles safer for consumers and manufacturers more accountable in the event of a safety recall.

As Automotive News reported, the following requirements are laid out as part of this set of automaker guidelines:

  • Automakers would have to send emails to customers about recalls
  • State vehicle registration offices would notify consumers about open safety recalls
  • Parts suppliers would have to provide auto-safety regulators (such as NHTSA) with parts numbers of parts that are believed to be problematic as part of a safety recall
  • Creation of a cybersecurity council led by the NHTSA, with help from automaker representatives, to figure out the best methods for fixing cyber security issues
  • Direct automakers to implement policies governing the collection and use of data from vehicle owners.
  • Vehicle hacking could come with civil penalties of up to $100,000 per offense

Speaking about the draft of guidelines proposed in congress were the committee and subcommittee chairmen. House and Energy Commerce Committee Chairman Fred Upton (R-MI) and subcommittee Chairman Michael Burgess (R-TX) issued a joint statement on this issue saying, “Drivers and their loved ones can never be too safe on the roads and our work to boost vehicle safety continues.”

A hearing on this proposal will take place on October 21st. The Alliance of Global Automakers is in support of a credit system whereby automakers will be rewarded for their good behavior. Automakers can earn credits starting in 2018 if a light vehicle of that model year has three of nine driver assistance technologies. The possible safety innovations that would earn credit include, V2V technology, lane departure assistance, front collision warning, auto emergency braking and lane keeping assistance.
